A simple guide to making an animated icon in GIMPDownload GIMP from Gimp.org (you can use other programs, but I use GIMP because it's free)
Create a canvas of equal length and width (Works best if dimensions are a multiple of 50)
Make each picture to be animated on a different layer
Click Filters--> Animation--> Playback to check your animation
If things don't seem right, either add/subtract pictures or change how long the layer is displayed by adding parentheses like so: LayerName (000ms)
(Tip: 1000ms = 1 second... Default is 100ms)
Now that the animation is complete, save it (Optional, Do this if you think you'll want to change it later) File--> Save as--> AnimationName.xtf--> Save
Now resize the animation to 50px by 50px: Image--> Scale Image--> Width: 50 Length: 50--> Scale
Cleanup: Filters--> Animation--> Optimize (For GIF)
Export the animation: File--> Export--> AnimationName.gif--> Export--> As animation (checkbox)--> Export
